ACSS is responsible for setting financing models concerning healthcare services contracting and monitor the implementation of contracts with NHS hospitals.
Together with Regional Health Administrations and NHS hospitals, ACSS sets the contractual framework for the provision of hospital healthcare.

The Portuguese health sector was pioneer on the establishment of “Public-Private Partnerships”. These partnerships aim at promoting innovative ways of sharing risk for healthcare delivery, such as new management experiences, as well as the inclusion of the private sector in the design, construction, financing and operation of hospital units of the National Health Service (NHS).
Although the investment and operation of these units is private, access to clinical services in all hospitals’ integrated in the NHS, including Public-Private Partnerships, is the same, which means, patients maintain the rights and duties provided for access to NHS.
The Regional Health Administrations undertake the role of the State as contracting entity of the PPPs.
