  • In accordance with Law n.º 15/2014, of 21 march, the Ministry of Health annually presents to the Parliament an annual report on Access to Healthcare within the remit of the National Health System.

  • The Access to Healthcare Integrated System (SIGA) aims at facilitating patients access to appropriate healthcare according to their needs, namely in services where performance levels are not yet satisfactory when it comes to established Maximum Waiting Times for Response.

    SIGA_SNS is a system of monitoring access to healthcare in the NHS, patient-centered, that coordinates the different levels of care and the various types of services and responses in a horizontal and integrated manner, allowing a complete vision of patient’s path in the search for healthcare and contributing for an NHS adequate and continued responsed throughout his/her life.

  • ACSS is responsible for setting guidance and harmonizing procedures among the NHS institutions in the registry of cases exempt from the payment of moderating fees. To achieve that goal, ACSS regularly issues recommendations to NHS institutions which assist in the clarification of important aspects related with the safeguard of patients and healthcare providers interests.

    In this area, ACSS mantains a coordination with other civil service entities regarding the implementation of the legal regime of moderating fees and provides clarificatons to citizens when needed.ACSS publishes monthly at the NHS Portal updated information on citizens exempt from the payment of moderating fees.The legislation that sets out the legal regime of moderating fees and the concession of special benefits is Decree-Law n.º 113/2011, of 29 november, at its current version.

  • Order n.º 142-B/2012, of 15 may, defines the conditions in which NHS covers charges on Transport of Non Urgent Patients which is necessary to healthcare provision.

    In order to implement an integrated management of Transport of Non Urgent Patients in all NHS hospitals units, ACSS and the Shared Serviçes of the Ministry of Health (SPMS) issued recommendation n.º 05/2016/ACSS/SPMS. This recommendation presents the national strategy towards the implementation of an integrated management system of transport within the NHS.
