Executive Board

The Executive Board is the Central Administration of the Health System (ACSS) top body composed of a president, a vice-president and two members.

Currently, the Executive Board has the following composition:

President of the Executive Board | José Caiado

José Caiado was appointed president of the Executive Board of ACSS by the Council of Ministers Resolution n.º 203/2017.

License in Business Management by Instituto Superior de Gestão.

Previous experience: He was the head of the Financial department at Fernave, SA, deputy of the Unidade de Missão dos Hospitals, SA, Executive board member of IGIF, executive board member of ACSS, member of the Board of Directors at Hospital Fernando da Fonseca, EPE, and Centro Hospitalar de Lisboa Norte, EPE, was part of the working group for the Hospital Reform and was a member of the Executive Committee of SAMS – SBSI.

Member of Executive Board | Pedro Alexandre

Licensed in Law by Faculdade de Direito da Universidade de Lisboa, Pedro Alexandre was reappointed member of the Executive Board of ACSS by Council of Ministers Resolution n.º 203/2017 pedro_alexandre .

Post Graduate Studies: Medicine’s Law by Faculdade de Direito da Universidade de Coimbra and specialization in Hospital Management by Escola Nacional de Saúde Pública, Universidade Nova de Lisboa.

Previous experiences: Member of the Executive Board of Lisbon’s and the Tagus Region Regional Health Administration (2010-2014), responsible for human resources, infrastructures and equipments, long-term care, addictive behaviours and dependencies and legal office.

Member of Executive Board | Ricardo Mestre

Ricardo Mestre is economist by the Instituto Superior de Economia e Gestão (2001) and was reappointed by Council of Ministers Resolution n.º 203/2017.

Post Graduate studies: Specialization in hospital Management by Escola Nacional de Saúde Pública, Universidade Nova de Lisboa, and Post Graduation in Health Services Management by Universidade Moderna.

Previous experiences: Director of the Departament of Management and Healthcare Financing, ACSS, (2012-2016) and Director of the Department of Healthcare Contracting of Alentejo Regional Health Administration (2008 – 2012).
